Fred Smith, Testing Specialist, formerly with NYC Board of Education said, "SED's clumsy effort to mandate stand-alone field testing is its second try at implementing a discredited approach to test development. The first was by doing this kind of testing without informing parents. Thanks to the work of NYSAPE and advocacy groups, parents learned that stand-alone testing yields unreliable data that serve to enrich Pearson, Inc., enabling the publisher to steal classroom time, only in order to produce and sell New York a defective product.
Parents became wise to what was happening and refused to let their children be used for commercial and educationally futile purposes. Once growing numbers of parents said "NO!" SED was forced to show its true colors and attempt to amend commissioner's regulations to require participation in the field tests. The credo of SED seems to be: When stealth fails, try coercion."
